Is the US taxpayers allowed to send Portland a bill for the cost to protect the Federal Building? Additionally, is Portland also prepared to foot the bill for the clean up of all the graffiti on the building?

That was my first thought as well. If the Portland police aren't providing protection, the Feds should bill then for their forces' wages AND damage to property.
For that matter, any business that recieves damage shouldbe allowed to keep their property taxes until such tine as the damage has been paid for. They paid taxes, but were denied the services promised. Complete breach of contract by the City.
