Where are you getting that chart?

From whitehouse.gov, In FY 2017, DHS’s Immigration and Customs Enforcement Homeland Security Investigations (ICE/HSI) initiated 833 human trafficking cases, resulting in 1,602 arrests and 578 convictions, and identified 518 victims of human trafficking.

In FY 2018, Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) made 1588 Human Trafficking arrests while identifying and assisting 308 victims of the same heinous crime.

From ice.gov - In fiscal year 2019, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), the principal investigative component of the Department of Homeland Security, arrested 2,197 criminals associated with human trafficking, a 38 percent increase from the previous year.

ETA - Yes, I was speaking specifically to the claims that there is evidence of involvement of high level officials.
