Why couldn't the driver turn over his license and registration and then politely ask the officer why he was pulled over?

The bottom line is that officers want to know who they are dealing with first. And, they don't want confrontation. The officer probably didn't want to get into an argument about whether or why the guy was speeding.

Officers need the latitude to manage their stop the way they think is safest.

It's also how most of them are trained.

I have a heavy foot, it was really bad when I was yonger and I don't think its a stretch to say Ive been pulled over in the neighborhood of fifty times, EVERY damn time the conversation started with, "Can I see your license and Insurance, sir?"

I complied every damn time and talked myself out of a handful of the tickets, which Im sure I deserved every single one.

That cop was fine, and patient, the driver was a stupid MF and he's lucky he didn't catch one in the temple reaching toward his gun
