Trump needs to do his thing without giving them ammunition for easy sounds bites.
Having an indoor rally right now is very questionable.
Having an outdoor rally would be very unquestionable.
Trump campaign choose the risky former option. Larger risk with not much more payoff.
This is what the opponents will point to.
He has to draw clear lines between law and order vs chaos and between jobs vs mobs and between capitalism vs marxism. Between unity and reform vs division and dismantling.

I agree with what you say
But it’s hot as frick everywhere and there would be just as many health concerns outdoors.
I suspect you will see more outdoor rallies this season than 2016. But as long as they provide enough masks, hand sanitizer, water, and temperature check everyone they should be fine.
They should even one up and provide free testing tent outside as well. That’s covering all the ducking boxes.
