The root cause is crime not police salaries. Try dealing with ongoing criminal behavior and domestic violence day after day not knowing who might be wielding a gun or a knife and see how well you hold up at any salary.
And the root cause of crime is government promotion of a welfare culture that has destroyed the family as a stabilizing social construct in our nation. Coupled with the decline of religion as a moral influence on the lives of those affected and you have a formula for an overall moral decline in this faction of our society.

Liberal progressives are like rich parents who spoil their children not realizing that earning what you get in life through sound work ethic is a key factor in good citizenry.
