The 13 inch MacBook Pro with 512GB SSD and upgraded to 16GB RAM fits right into that budget.
That’s probably what I would recommend. The 16 inch is going to go way over budget and is probably too big to constantly carry around for classes.
If getting the Air, I’d recommend upgrading to those same specs and the i7 processor, although at that point you aren’t saving money.
Definitely wait until she gets her college email address as you will get a discount for that. If you trade in the older Mac, Apple will give you a credit for that as well.
