Below is part of reason this concerns me, but it's a concern whether I use it or not. Apple software and security need a reboot. I see so many apps that aren't launched & with background turned off connecting to app link sites or their own sites it is ridiculous. Only seems to slow down by reducing WiFi & cell data by putting both into low data mode and putting phone in lower power mode (maybe turning JavaScript off but not sure on that). Even with those modes left on as soon as you plug in phone with no other changes some apps start connecting. It's not a lot of data, but that's not the point but that background is only really off if you throttle your phone down manually. Amazon app went through and touched base with all it's domain that use other TDLs. Facebook went through a few as well.

Unless you use one that acts as a VPN Ad blockers due nothing for bigger problem of apps connecting to networks of 3rd party trackers. It's aggravating when an app you download to use for cell account loaded with personal info and already paying a lot of money to have phones on network connects to multiple sites owned by adobe, Facebook connect, multiple by google or owned by google, crashlytics, bing, foresee, att's ad tracking network (can't remember name but they bought it), and others including subsidiaries of cell network company for a quick minute setting change to a phone's service.

It won't be too long before this api is hacked or miss used by taking advantage of holes in apple's software like Bluetooth has had done in past. 13 has been crap even trying to limit Bluetooth problem before this api. Kids were constantly finding ways around their Screen Time. Known purchaser of iOS exploits has stopped paying because they have enough. They are overly relying on their closed system and an in bred software team and ignore that there are a lot smarter coders out there that are constantly finding their holes. They won't bring in new blood or companies unless it's extremely cheap and limited employees (outside of Beats and Cook probably get distracted by BBC). The only thing that makes it less likely to be overly abused by anyone but google is that it was designed along with google, and google isn't going to let anyone easily compete with them on collecting data. On or off I feel this new api is a risk and not really big govt but big tech advertising and tracking finding ways to use it for other purposes with people who had been turning Bluetooth off.
