The first capacitor is a start capacitor and is connected to a small switch with three terminals on it (potential relay). That is what you need to replace.

Check your battery make sure its fully charged...some if those air conditioners need the 12volt system to run...even if its plug in...

So don't order any capacitors? Trace the wires back to a relay and order that instead?
