I believe they studied the California diaspora to Texas and it wasn't overwhelming liberals. Many Republican voting citizens of California moved to Texas.
People see California liberals moving to Austin and think that's representative of the whole, but it isn't.

I believe the stat is that non-native Texans overwhelmingly voted for Cruz in 2016 and that Beto won the native Texan vote (but not as much as Cruz won the non-native vote). Obviously not all are Californians, but a significant number are.
It's been one of the problems with our system - out-migration from blue states (CA, IL, NY) to red states is largely derived from the middle class and relatively conservative cohorts. The blue states get even bluer, and the red states get redder. It's probably not an insignificant reason why Florida has stayed purple-red and even arguably gotten more red over the last twenty years.
