Best GPU for the money?

I’m rocking a 970 right now and plan on building a new pc sometime this year. Was going to go ahead and get a new GPU. What you guys thinking. $400 ish range.

At that price (new), you're looking at either a RTX 2060 super or a RX 5700 XT
