I say you are naive as hell.
The steelmakers are not making a lot more steel than they were when Ross got his protectionist tariffs passed. They simply went up on price to world prices plus 25% and used the difference to buy back stock (at least in the case of USX).
Today steel is cheap but Americans still pay more for steel than do Mexicans. American companies seeking to sell their products containing steel on world markets are at a distinct disadvantage.
