Assuming he was NOT the leak, was he not conveying up the chain of command EXACTLY the type of info that his superiors may have needed in order to ASSESS operational readiness?
The fact that I don't see any classified markings on the document puts the onus on the Captain. That letter should at least been classified Secret.
