Give it at time of diagnosis before any shortness of breath. That means less likely to get to shortness of breath, and less likely to go from there to go to hospital and less likely down the road.
For that to occur, we need quicker testing and lots of hcq if it works.
Hypothetically, if prescribing this treatment to everyone exhibiting symptoms would cut the death rate / hospital rate to the point where we don't need social distancing, this is a no brainer.
Forget our inability to test enough. You'd blindly prescribe it.
