He threatened to call a roll call vote which will likely have them going back to the table for more negotiations and delaying the bill

Lots of Congress are out of DC and in isolation.
The House can pass bills with a voice vote, used frequently to speed things up on procedural matters that are obvious.
However any single member can call for a roll call vote, where each member has to vote and the votes be counted.
When you do that, quorum rules kick in. A quorum is the minimum number of members that must be present to make a vote legitimate. For the House I believe I read it was 218.
He's planning on calling for a roll call vote, which is forcing a bunch of house members to return to DC to be present to actually vote in person.

If we're going to throw $2 trillion on top of the existing national debt, this bill should be debated. The American people deserve to hear the garbage in this bill. They deserve to hear arguments for and against its passage. Massie is today's Ron Paul. He is a true believer when it comes to limiting government, which 3/4 of Americans have ZERO interest in.
