Look up rope lures for gar. They're very effective. Jug lines too will catch them.
But as mentioned, they likely aren't hurting your other fish. They're a natural part of the ecosystem and rarely have a substantial impact.

I've read you can comb white nylon rope out and catch gar with it, make a lure out of it. The rope fibers get tangled in their teeth.
