This is stupid.

The reason to send help to small businesses, if you are going to do it, is because if you don't you'll have tons of people who lose their jobs.

Small business employs tons of people in this country. Small businesses aren't going to be able to float several months of payroll without revenue.

This isn't about fairness or who deserves it. It's about making the most positive impact with any money that is spent.
