I think the whole tone of his message is you can't see the shite coming. He got blind sided which is essentially what he is accusing the CDC and previous administrations of doing.
I fail to see how any moderately intelligent or above person could see that he has some high ground to stand on with this argument.
A neutral outlook would be that he's essentially on par with his predecessors. The idea that he saw this as a problem in hindsight is absurd. Because if he did and didn't do anything about it that would make him inept.
