No, Manson wasn't present for the Tate murders, just some of his followers. That guy Tex, who you saw at the Spahn Ranch and then later at the house, looked kind of like Manson so that was a little confusing.
Ace Midnight explained my thoughts on the movie pretty well. In addition, I'd say the core story of the movie was these two buddies hanging together as they struggled with their careers in a changing industry. That part, at least, is fairly realistic and relatable.
