The private firms do attempt to return it. Do you have any idea how many people live from place to place every 6 months? How about how many people switch phone numbers. The unclaimed property fund is a way for the private firms to get the money out without holding on to funds forever.

Would you rather the private firms hold/steal the money? there has to be some mechanism for disposition of the funds.
If you die with no will and no heirs, your property goes to the state. It is not hard to understand.
