That is the definition of a merit component.

I’m not saying the current standard is appropriate in proportion to the reward given. I’m saying that it is, in fact, a standard.

Then the majority of LA’s population is mentally challenged.

Plenty of non-mentally challenged people out there who don’t get good grades because they’re F-ups in other regards, but If that’s what you believe, that’s fine. It still doesn’t change the fact that you actually have to do something to get TOPS. Which means it’s not welfare.
