If ANY non NFL professional football league has any aspirations of long term success they would be wise to create a model that resembles minor league baseball and would affiliate them with an NFL team essentially making them a farm league.

#1 It would tap into NFL money
#2 It would provide NFL the opportunity to identify talent early and cheap.
#3 It would provide NFL teams to develop talent in a similar scheme to what they run
#4 It would allow the NFL to bring up players during the season..this would be a huge game/season-changer.

Biggest obstacle is the Power 5 Conferences are addicted to all the $$$ the elite talent brings. A farm league would diminish this and the Power 5 will fight tooth and nail against anything that would resemble a minor football league.

That's why the NFL hasn't done it. They can sit back, watch these experiments play out, and still benefit (if it does) and have zero skin in the game.

As much as fans love sports and wish seasons didn't end, there is fatigue and I think that's one of the biggest problems. They couldn't compete with the NFL or big college games if it were on at the same time.
