Stoppages of the game with no TO should be reserved for plausible contact injuries and should be done immediately after the contact.
If the injury results in a stoppage of the clock (when it was running) and the injured player's team has no timeouts, I'd like to see a rule change to provide a clock runoff of some kind.

Same thing for when replay stops the clock when it otherwise would be running and the team has no timeouts (the Bama-Auburn first half situation). There needs to be a runoff there too.

Clock run off would potentially help the offending party, not hurt them. What if it’s at the end of the half or game and defender “flops” to kill momentum? The offensive team would them loose time towards the end of the drive?!?! That would be the worst possible thing you could do to fix the problem.
