yeah, I can see that, I used to be pretty up on LA real estate law, not anymore, but it used to be that if the original property had historical access to wherever OP is tying into, it couldn't be denied by a newer property owner, as far as maintenance of the line, OP needs to stop being a little bitch and fix this mess, might consider an alternate route or burying the line deeper and putting in a small lift station
