Rispone didn't lose votes, the Dems managed to register and deliver more votes for JBE than they did in the primary. Rispone got 20k more votes in the General than all of JBE's opponents combined in the Primary.
Primary:
JBE: 625,970
All others combined: 717,511
General:
JBE: 774,498
Rispone: 734,286

Sorry, but there’s just no way to know for sure.
Sure, the GOP May have increased turnout but the democrats with excellent GOTV efforts may have canceled that out and thus 2019 being the exception to the norm for decreased turnout during runoffs in Louisiana.
So with that said, I fully believe it came down to how many Abraham voters he could win and how much of the vote share in Orleans and EBR Parishes he could get.
And Rispone did not contest EBR and Orleans and even attacked the latter which was a completely stupid thing to do as you cannot insult voters no matter how liberal or conservative they are.
Kyle Ardoin won by 18 points with these same voters even with less voting in the race.
