I thought that was strange too. I felt like that part came straight from Rispone. It was an old-school move from an old guy who came up in the days when New Orleans was more powerful than it is now, and strongly resented by much of the rest of the state. 30 years ago, being loudly anti-New Orleans was a more politically profitable stance.
