I don't see these type of games being division rivalries. That doesn't really seem fair for one team to host a division opponent and then play at a neutral site instead of making a return trip. I would think the teams would push back. Guess you could play your division rival a 3rd time, but that seems unlikely as well.

Yes, would have to be neutral site games against the add-on game to make it a 17-game schedule. I like the concept actually and it could increase awareness if done strategically. And living in Oxford, hell yes, to this proposal!
All in all, you are taking about 12 games. You have to assume the teams playing outside the US will still use that as their neutral site, so 12 stadiums. With advance notice, I think it would be fun.
