You need to go back and read the C-P Budget.
Sure the proposed budget totals 1 Billion dollars, but that includes all of C-P operations, most of which are not included in the General Fund where the property taxes and sales go into the General Fund. The very taxes SG will capture.
For instance the Library is included in the Budget, but it has its own separate budget, funding, and etc. When SG becomes a reality the Library will not be touched. It will continue with its own revenue stream from a parish wide property tax and fees it generates.
The same thing applies to MARC, the Sheriff, the Clerk of Court and the Assessors Office as well as other stand along agencies.
You also have road plans inside the budget that also have their revenue streams. The SG hit won't be felt throughout the budget; thus the wailing and gnashing of teeth from City Hall.
Now some of the operations that the C-P was paying on the behalf of the SG area will no longer be provided by the parish so there is a savings. The issue is the revenues the C=P was using from SG to pay for services SG wasn't getting.
