Yes, it's my belief that if enacted, this dividend will be available to every american citizen over 18 moving forward.
If you are asking how it is paid for, it's a new VAT, coupled with decreased costs in existing social programs that are not allowed to stack with this, increased tax revenue from economic activity spurred by increasing everyone's buying power and a few other things.
