1. The Commander in Chief cannot move troops without first notifying Congress in general (and Pierre Delecto in particular), and
2. The President of the United States cannot conduct foreign policy without going through the Deep State's bureaucracy of "experts and trained diplomats," and
3. Both one and two appear to be impeachable offenses, and
4. The Constitution doesn't matter in items one and two.

Fortunately, GEOTUS knows that their talking points are a filthy lie. Trump will continue to move troops and conduct foreign policy without compromising national security by informing the filthy snivelcrats beforehand.

Oh there's more...
5. Anything the President does that the other party finds usable in order to impeach the President can and will be used against them regardless if it is a "high crime or misdemeanor" or not.
6. Congress can make up phone conversations and use them as a grounds to impeach.
7. Congress can conduct secretive hearings for impeachment without the presence of the other party.
8. Congress is privy to every aspect of the Executive Branch as a means for "oversight".

Now I admit I am no scholar on all things political.
I did happen to run across this Supreme Court ruling that might make your things you learned moot.
In the first, the court held that President Franklin D. Roosevelt acted within his constitutional authority when he brought charges against the Curtiss-Wright Export Corporation for selling arms to Paraguay and Bolivia in violation of federal law. Executive branch attorneys often cite Justice George Sutherland’s expansive interpretation of the president’s foreign affairs powers in that case. The president is “the sole organ of the federal government in the field of international relations,” he wrote on behalf of the court. “He, not Congress, has the better opportunity of knowing conditions which prevail in foreign countries and especially is this true in time of war,” he wrote.

I am HARD RIGHT, however:
YES! I wholeheartedly agree, the CIC can move troops anywhere.
The Commander In Chief can move soldiers of these United States literally anywhere he deems necessary. It is 100% constitutional AND desirable.
Also: In cases of major conflagration, contrasting our main policy since WW2, I would like a congressional DECLARATION OF WAR for major engagements. (Where is our board war hawk "Libertarian" hank on this one?)
