These complaints have no legal basis as far as I can tell. Obviously a city can't do anything until it exists. Feels like a stall tactic while they get their "real" lawsuit in order

So... if a neighborhood that was taken out only showed 10% support, St George should have incorporated them anyway?
And what is stopping BR from incorporating them with or without St George?
