Thats fine considering my "gaming" consists of cs 1.6 which is an antique of sorts however would like to try something newer that would run. I can then remove any Plex streamers at that time. Essentially just something that would handle it all and last for hopefully at least 5 years.

I bought something like this Dell Inspiron i7559 4 years ago as a home computer for light gaming. About a year ago I started running Plex off of it. It works just fine still and hasn't slowed down.
I will occasionally play something like Skyrim, Mass Effect, or Civ so nothing that requires the latest and greatest. I'll use the Steam Link app on an ipad when possible and don't even need to disconnect the laptop from the hardline.
My computer wouldn't work for everyone but it works for me and didn't break the bank (was actually cheaper 4 years ago). I usually stick with Dell, i7, and Nvidia because I have always had good experiences with them.

i have over 20+ people using my plex server at once while i broadcast another full screen monitor to a streaming site at the same time.
i never have any issues. i guess it depends upon your pc.
some people set up plex as a docker, but that's actually beyond my expertise
i will admit thought when the dvr in plex is recording and i have all that stuff going, i do get a cpu usage is high message.
you do need a plex pass to set up the dvr, you can pay $5 a month or get a lifetime pass. i use hdhomerun and actually have the cable card type, bc i do still pay for cable.
