I’m sure that there is some very real racism to how everything went down 50+ years ago but it’s very obvious that the objectors just want money from a certain portion of the town and don’t care about the people there.

That’s exactly what it is.
The leadership in Baton Rouge wants the unincorporated areas to just keep on forking over and shut up about where that money goes. Well, the people in those areas have had enough of that mess.
Now the leadership in BR is faced with losing all that StG money. They’re faced with making some radical changes in how things are done, or BR dies on the vine. In short, the gravy train is over. Therefore, to keep BR alive without having to make the hard choices, it’s easier to just pull out all the stops to either keep the measure off the ballot (they did that 4 years ago, but failed in that endeavor this time around) or make sure it’s defeated at the polls. But the support for it is just too strong this time. It’s gonna pass.
