Too bad it doesn't work that way.
Too many crazy parents and too many lawsuits. Now the schools have the be run by addressing the lowest common denominator, and not in a mathematical sense. They have to eliminate as many ways they can possibly get sued or harassed by crazy parents. Imagine if that 7 year old got hit by a car . . . you probably wouldn't just have the parents suing, but probably also the driver who hit the kid claiming the school's negligence in letting a 7 year old out where he could get on the road.
If you want to blame someone, blame society not the schools.
