I've always looked at a state like Georgia which is pretty similar to Louisiana demographically. They are +/- Louisiana maybe 2-3% yet it's a far better state.

A little jaded... Metro Atlanta accounts for virtually all the brain capital and 80% of the GDP. Outside of Savannah, the state as a whole isn't any better than the rest of the south.
