Look, this Combetta fellow was horribly incompetent. The fool was on reddit begging for help in doing his job. The question outstanding is is he dirty as well. IMO he is, and should be prosecuted ... for any number of reasons.
The OP really doesn't focus on that though. The OP addresses China insofar as Gohmert dubiously associated CarterHeavyIndustries@gmail.com as a Chinese spy portal. The only HRC server "anomaly" (at least the only one publicly acknowledged) relates to the CarterHeavyIndustries@gmail.com cc's.
