Their 4 and 5 stars are slightly higher rated than our 4 and 5 stars, but our 3 stars are rated higher than their 3 stars. The 4 and 5 stars have more of an impact on the ranking than the 3 stars

The 247 class rankings are pretty heavily weighted toward the top of the class. So the highest-rated recruit in a class has a huge affect on their rank, while the 25th-rated recruit barely moves the needle.
In other words, in this simplified scenario:
School A top 5 recruits rated .92, .91, .90, .89, and .88
School B top 5 recruits rated .94, .92, .90, .88, and .86
Both schools have an average recruit rating of .90, but school B will have a higher class ranking because their top 3 are better than school A’s top 3. At least that’s the simplified way to explain it.
They rank the classes this way because your top 5 recruits are likely to see more playing time over 3-4 years (and therefore contribute more to the team’s performance) than the bottom 5 recruits.
To look at the real world example, here are the 247 composite ratings for the top 10 recruits for both schools:
