Do you think the tower should be held responsible for the injuries? A responsible tower should clear the area IMO
Winching is typically a two person team. The person operating the winch and vehicle and the person handling the winch line. There should only be one person on the winch line and you should always have a line weight even if you're using synthetic. The person operating the winch is responsible for making sure everyone is clear of the line when they start pulling. That may not be a written rule but it was the rule myself and my fellow offroaders always used. There should NEVER be anyone near a winch line when it's in tension.

I totally agree.
One other concern using the wench to pull out the truck is the water could have swept the pickup downstream taking the FJ with it. At least with the tow strap it can be cut close to the FJ's hitch and save the vehicle.

We must be from the same neck if the woods. Because everytime I've seen a z71 get stuck someone made the point to get everyone's attention and tell everyone almost exactly what you just stated.
