If the gates are open, and the spillway is open the Lake level rises therefor the outfall canal rises lessening the about of room the SWB has to pump out the city water.

If the gates were closed and the level of the outfall canal lowered the city could pump into the outfall canal then the the pumps at the mouth of the outfall canal could pump out the canal......that is what the gate and pumps are there for
