Drain the fuel, clean the carb, and maybe a little starter fluid, fresh fuel and you should be ready to rock and roll.

Old gas will turn into varnish over time and like a previous poster said it will gum up the carb and ruin lines and gaskets. If you know gas will sit a long time use Stabil or just drain it.

Take it to an outboard motor or lawn mower shop.
Have them put in new points, etc. Will probably be good for twenty years if you empty the gas every year.

Tell your parents to run only non ethanol gas, and to
cut gas off and to run it till it stops next time.
Sounds like you have gummed up carb.
