Not really. With all that "wasteland" in West Texas the state granted vast amounts of mineral rights to UT. Much of that turned into producing acreage and with the current activity in unconventional production there is yet another windfall to the University system. Louisiana oil and gas production is in an advanced state of decline and simply does not throw off the revenue that Texas does. If it would have done this 100 years ago it may have worked.
