Because the president is a politician that was elected by voters and is up for election against next year. Politicians are divisive by nature.
And Rapinoe is not a politician. Nobody elected her to anything so the least she could do is keep her mouth shut when she's allegedly representing the UNITED States of America.
And Water's edge doctrine regarding domestic politics was broken long before Obama or Trump was President only it's become official under Trump.
