Leaf Miners Out of Control

I have 5 citrus trees getting killed with leaf miners for past 2 years. I've tried 2 sprays but not much improvement. Anyone have experience here?

Imidachloprid drench (systemic) applied once yearly in spring, March-April? Maybe a month before the second flush of leaf growth. The leaf damage on citrus is only cosmetic according to the AgCenter, doesn’t hurt fruit production.

I think Spinosad kills them.

Correct it is more cosmetic. Harder to kill them because they are imbedded in the leaves
