He has to find a way to get some of these fixes enshrined as law.
All the temporary fixes have been necessary with a congress (Republicans AND democrats) determined to stop any implementation of permanent solutions. It’s coming to a head soon with many of the district court injunctions making their way through higher courts. Once activist courts are reigned in, things will move swiftly.
