Assuming he were trained and had clear expectations of how he would respond to a live shooter scenario, he may have legal trouble. I do agree, however, that cowardice is likely not a criminal offense (in this case).
Maybe I'm old fashioned, but I was bitterly disappointed when the SCOUTS ruled law enforcement has no expectation of facing danger. That's like saying a race car driver doesn't have to drive fast. Makes no sense to me

For both Sheriff's office I worked with, you couldn't be a security guard for football games, Walmart, casino or anywhere else unless you were POST certified. If he manned a post as school resource office, he was carrying a POST certification. If not, that sheriff needs to be investigated.
