I'm a wee bit late to the party. I had just bought a PS4 when this came out so I had a huge backlog and put this away for a nice rainy day. With the lull in games I want to play, I finally dove in.
Really great game but...
Do the monster level up with the player and maybe even once you visit certain areas?
The pain in the arse bird by the hunting lodge just became borderline unkillable after my trip to Meridian.
Instead of firing one lightning bolt then taking time to fire another, it fires one after the other. Oh and once downed, it can one hit me.
It was a pain in the arse but it now seems like my game switched to very hard even though it is still on normal.
Massive ramp up in difficulty. I was thinking it might be because I hit level 30, went to Meridian or maybe even because I killed one of those big arse Thunder dudes.
I'm not a huge fan of level scaling monsters. I prefer zones with increasing difficulty. This zone was a nice increase with the bird initially kicking my arse until I learned how to kill it. Now the damn thing ramped up to full beast mode.
3 attempts and it seems to hit much harder and fires the bolts much much faster. Just seems odd.

The glinthawks you need to blast them with fire arrows. The stormbirds are bitches no matter how long you've played. Like with any game, it gets easier the more you play. You need to be accurate with your bow to hit their vulnerable spots. Just hide from them for now and come back later. You'll have plenty of opportunities to go after them in quests. Love this game BTW

I had already killed about 5 of the stormbirds. This one wasn't behaving like the others.
Don't know if every monster is the same or if there can be different levels for the same creature.
Something was different about that one or maybe I was more patient yesterday.

From what I've read and experienced, there is no level scaling for enemies. Maybe specific machines depending on their location have slightly different AI tweaks, though? I'm not certain, but I remember feeling really under-powered the first time I ever fought a Stormbird (out in the desert) and just engaged it to see how I'd do. It took nearly every single ammo type I had and all of my health related items to take it down, but it felt great.
However, I fought another one for a side quest toward the end of the game (in a snowy mountain region) and it honestly didn't feel much different. It didn't take me as long to take it down because my damage output had increased with better gear and mods, but I was near death during several parts of the battle and had to retreat and heal.
I think HZD tries to strike a balance between your character leveling up and your actual skill increasing, with it leaning more toward the latter.
However, I fought another one for a side quest toward the end of the game (in a snowy mountain region) and it honestly didn't feel much different. It didn't take me as long to take it down because my damage output had increased with better gear and mods, but I was near death during several parts of the battle and had to retreat and heal.

This is probably my favorite game. Only compared to TLOU.

I just played and finished it, and the only thing leveling up does is increase your hp by 10, and give you a skill point.
After getting to Meridian I went and did the Frozen Wilds quests, which, after completion, made the rest of the original game on easy mode basically.

I guess you missed the part where I said I killed 5 then suddenly the damn thing started shooting electric bolts at me one after the other non-stop. I don't know if it was a weird glitch but after I killed that one the next one was normal again.

I did just about rage quit with the ropecaster bird challenge. All the rest were easy compared to that thing.

Currently playing HZD now. I really like when you make a kill sometimes Glinthawks will fly in, and start scrapping. I actually saw a Glinthawk fly off with the corpse of another Glinthawk. I'm also partial to corrupting Ravagers to make them attack each other.
