He is actually correct when one considers how accountants, aka been counters, count money spent.


Example...

Cost of Iraq War. During the War the salaries of all military personnel in theatre and who support those in theatre are attributed to the cost of the war. Even though those same military personnel members were being paid while not fighting in a war.
As is munitions used even if 10% of those munitions would have been used in training exercises anyway, etc etc.
