ignorant of the department should be the correct term... he is highly intelligent but doesn't seem to give a shite about his department. he also looked stoned out of his mind which explains the Oreo remark.

I’d honestly like to understand what objective measures you are using to form this opinion on the state of HUD. I’m not fond of them right now due to a nutcase home appraiser working on their behalf, but I’m not sure that’s Dr Carson’s fault.

Now that you've educated yourself, how many times do you think Dr. Carson (a black conservative) has heard the word oreo (black on the outside, white on the inside) used as an invective towards him? I'll bet he's heard it more times than you've heard someone tell you you're smart by a factor of ten.
Because of this hearing oreo caused cognitive dissonance which is the reason for the look on his face, the confusion and why he asked if she was talking about the cookie. Of course you won't understand this, because you're shallow and stupid.
