No, he doesn't.
China is not a democracy or a republic (despite its name).
It is a top down authoritarian regime.
Certainly, you have a Central Committee/Politburo that you have to assuage, but there are no structural or institutional impediments in place for the Chinese.
They can agree to whatever they want.
They are choosing not to.
Unlike before, the USA (Trump) is not rolling over and is making them pay a price for their actions.
