That does sound like a pretty good deal.
The stipend I get now as a master's student is barely enough to live on and the health insurance isn't that great. PhD students don't do much better at most places either.
The low pay is one of the main reasons why I decided against continuing my graduate studies, but if I had an actual job with full time pay, then I wouldn't really feel like I was putting my life on hold to stay in school.

I guess lots depends on where your at.
I can't see many advisors taking you on if you aren't already in their group.
Also would this be a real, dissertation based PhD? Or a coursework based PhD?
