Speedometer is one thing and the margin for error on the radar is another.
My understanding is that speedometers err on the side of faster speed (i.e you're seeing numbers on your speedometer lower than actual speed) and that the margin for error on radar detection of speed can be as high as 2 mph over your actual speed. I believe the margin for error with radar is the reason for the 4 mph threshold that was established by the city upon the recommendation of the camera company. There have been plenty of local attorneys trying to get a class certified and the recent change could really help that effort.
In its efforts for a short term cash grab, the city is going to be is a bad spot when they are ordered to refund those payments.
